The San Francisco 49ers (+250) and Pittsburgh Steelers (+550) are the early favorites to land Samuel, or in the former's case, retain him. San Francisco's +250 odds represent an implied probability of 28.57%, and Pittsburgh's +550 price gives the Steelers a 15.38% implied probability of adding a new WR1. The 49ers spent all of last offseason playing a "will they, won't they?" game with Brandon Aiyuk, who used a potential trade to leverage a new deal. Samuel is entering the last year of his current contract, so this standoff could be heading down a similar path.

New England holds the draft capital and cap space required to trade for and subsequently extend Samuel, which is the ultimate goal for the 29-year-old's camp.

The Patriots are also in the perfect spot for Samuel since he'll be the undisputed top option in the offense. It would be like Tyreek Hill joining the Miami Dolphins. It all makes too much sense, doesn't it?

Samuel is heading into the last year of his three-year, $71.5-million contract. Over The Cap lists him as the league's 14th-highest-paid wide receiver, so it's understandable Samuel is searching for a contract in the ballpark of his teammate, Aiyuk, who sits sixth on the same list.
